There are arrows on the seat-adjust icon, because the seats can be adjusted from the F4 popup: up, down, forward, and back. There are arrows on the mirror-adjust icon, because the mirrors can be adjusted similarly. There are up-down arrows on the headlights-adjust icon, but they can't be adjusted up or down. They can only be turned on and off.

Okay. I tested it without headlights. Just to be sure. No headlights, and dim headlights, produce the same result. As you can get in serious trouble driving around with your brights on all the time where I live, I don't understand why you're expected to drive with your brights on all the time. Sure, brights allow you to see better.
ATS Headlight Usage Offence. I always drive with the running lights (parking lights? The first notch of the lights anyway, not the low beams and not completely off) on during the day. I haven't played in about a year, and now when I drive in the middle of the day in perfect weather with the running lights on I get fined for Headlight Usage.

LeafeonGold. It's a safety law almost everywhere that in rain/ foggy conditions, regardless of whether it's 1 am, or 1 pm, headlights are required. That's now hard-coded into the game. "Don't try extra hard to make your presence known, but make sure your absence is noticed." I have never ever had a fine for using normal headlights at night. One press brings on the running lights and the second press brings on the Normal Headlights which is what your supposed to have on. If you don't press "L" the second time you won't have your normal Low Beam headlights on ! cehQQd.
