I believe the axe was made to directly counterbalance Mjolnir. It was the brother's attempt at redemption for the atrocities committed by their work. Mjolnir was made for Thor an Aesir, for all purposes of Giant murder-smashing. Then there's Leviathan, created and given to a giant.

I realized that the previous Leviathan's axe design, when it's not improved, it's pretty cool. And I really liked how it looks, because with all that gold and with the aggrandizement of the fillo seems to me a bit baroque.
